The Custer Forest EMU encompasses 14,378 square miles of Big Horn, Treasure, Rosebud, Custer, Fallon, Powder River, and Carter counties in southeastern Montana. About 45% (6,400 square miles) of the EMU is elk habitat.

And that 20% species distribution may lie 100% within private lands. Does that sound confusing?
